The Montana House of Representatives on Wednesday pushed forward "the ditch bill," a piece of legislation opponents say would gut the hard-won consensus between landowners and sportsmen over access to streams. House Bill 309 by Rep. Jeffery Welborn, R-Dillon, passed 55-44 on second reading Wednesday. It will go to the Senate if it passes a third-reading House vote, which will probably take place today. Fisheries biologists found healthy populations of rainbow trout in the Missouri River last fall when they conducted their annual rainbow trout census. Team leader Grant Grisak, a biologist in FWP's Region 4, said high flows in the river in 2009 and 2010 and the end of a decade-long drought in 2008 helped keep fish numbers high.
